    Coeditors Dr. Theordore Hershberg and Claire Robertson-Kraft present an ambitious system for evaluating, compensating, and providing professional development for school teachers and administrators. Hershberg is professor of public policy and director of the Center for Greater Philadelphia (CGP) at the University of Pennsylvania. Robertson-Kraft is a doctoral student in education policy at Penn and associate director of the CGP.
