    Dr. Richard J. Gelles, Dean of the University of Pennsylvania's School of Social Policy and Practice, explains why government programs designed to cure social ills do not work. Gelles leads a debate comparing and contrasting current programs and presents a controversial proposal for a universal entitlement designed to replace failing social programs. Gelles is co-faculty director of the Field Center for Children's Policy, Practice, and Research and the founding director of the Ortner-Unity Program on Family Violence.
