    Caribou and Conoco shatters the myth that important environmental energy debates in the United States have been driven by forces too complex for the average American to comprehend. Examining the political and societal forces that have shaped modern environmental energy debates in the U.S., Dr. McMonagle finds that partisan voting in Congress is a critical factor in policy shifts.
